of the state visit, thereby enabling them to address such issues with a sense of personal acquaintanceship. On a personal level, I was pleased that the Credit Union movement, which I had supported in the Ukraine, continued to flourish there. I was pleased, also, subsequently to receive an Honorary Doctorate from the Kiev Economic University, which recognized the efforts of so many Americans, myself included, who helped in establishing financial institutions for Ukrainians of modest means. They were caught in the trauma of history between the disbanding of the old Soviet Communist system and the new. The American credit union movement, in this case, the American-Ukrainian credit union movement, served as a guide. Earlier in the evening, I waited at some length in the receiving line chatting with financier George Soros. At dinner, I was seated next to Sandy Berger who asked me if I would regularly send him short papers reflecting my thoughts on current affairs. Either at this State Dinner or at another party at the White House, I danced with the First Lady in the Great Hall (I need to find my notes). I recall mentioning some points that would, ironically, become quite salient later on. State dinners and visits are heady occasions, an opportunity for the continued ferment of ideas. The Kuchma state dinner was delicious, with an interesting twist: crispy tacos were passed before dinner. But, that is in the distant past; suffice to say, HYLAND
