The advantages of Malta are manifold: its political stability, a sound yet flexible regulatory environment; EU membership, a population that speaks English as an almost native language, in addition to Maltese, Arabic, Italian, German and numerous other languages; its position as an internationally recognized center for the study of language; central Mediterranean position bridging multiple cultures; competitive labor rates; appealing tourist, housing and financial sectors; and above all a certain predictability. The Mediterranean lifestyle is a lure for computer and other workers from EU countries and beyond. The growing presence of foreign high tech companies has wrought positive changes in the country���s own infrastructure and vice versa. Most profoundly affected is the educational system; to meet growing demand for highly trained experts, Malta is placing increasing emphasis and funds on improving the education sector and augmenting the level of students who graduate. The government���s drive is to increase the number of science and technology graduates, ���to support the move to higher value added activities,��� reported a European Commission paper in 2010. The report goes on to say ���This will allow the economy to provide the level of skills that are required in the marketplace, particularly in the emerging services sector and help foster investment in new areas of growth through research and development and innovation.��� The same governmental educational agenda applies to financial services studies as well.
