I was glad to have had read several chapters of Haines���
classic tome, Principles and Problems of Government,
affording me an overview and greater understanding,
however modest, of the weighty issues at hand.
It did seem, after listening to all of the speakers, and
understanding the increasing strength at the center of the
American Federal government, that European countries
in the process of relinquishing sovereign prerogatives
to the center would benefit from constitutions affording
a strong executive, albeit an executive with equally
judicious checks and balances. One can only imagine
HYLAND
